Industrial Organization and Defense Acquisition Data

There is a wealth of data collected on national security issues that are now or can be made available to researchers. These data allow empirical examination of national security- and defense-related topics; and they can be of use to researchers in other fields looking for data to empirically test ideas and hypotheses from across the range of economic disciplines. This handout provides examples of the types of data that are available concerning military acquisition and industrial organization and contact information for obtaining more material..

The Economics of National Security Association (ENSA) has been established to promote excellence in national security economics research. One of its core activities is to assist researchers in identifying relevant national security data and, for data that are not already publicly available, provide assistance in identifying the appropriate authorities to request release of the data. There is a mix of publicly and non-publicly available data on military acquisition and federal procurements. Examples of the data currently available are provided below. Federal Procurement Data System – Next Generation (FPDS-NG)

A publicly available database of federal contract actions. It includes all contracts with an estimated value of $3000 or more.

Federal Business Opportunities (FedBizOpps)

A publicly available website that lists most federal (including military) procurements from solicitation through award. By providing the text of the solicitation, it provides a wealth of qualitative detail.

System for Award Management Assistance (SAM)

SAM will integrate eight current federal procurement systems and the Catalog of Federal Domestic Assistance into a single new, streamlined system.

Selected Acquisition Reports (SARs)

Required reports for Major Defense Acquisition Programs or MDAPs (see here for a full definition). They provide information on the total program cost, schedule and performance status as well as unit costs.
