    The Congressional Budget Office is seeking candidates for the executive position of Deputy Assistant Director in the National Security Division. 
    National Security Division
    The Congressional Budget Office is a small nonpartisan agency that provides economic, policy, and budgetary analysis to the Congress. CBO seeks an experienced defense analyst to serve as Deputy Assistant Director of its National Security Division. The Deputy works closely with the Assistant Director for National Security to oversee all aspects of the division, including its research portfolio and the work of a staff of about 16 analysts, most of whom have advanced degrees. The division’s policy analyses cover a wide range of topics, including the defense budget; military staffing, health care, operations and maintenance, and force planning; veterans’ issues; weapons programs; international security; and homeland security. The division produces reports that examine current policies and alternatives and estimate federal budgetary effects.

 

The Deputy’s primary responsibilities involve managing the division’s research and working closely with analysts to develop sound research designs, analytical approaches, and methods that result in clear, concise, well-structured reports. Because CBO places a strong emphasis on the quality of its publications, a significant fraction of the Deputy’s time is devoted to reviewing and commenting on report drafts. The Deputy also prepares Congressional testimony and provides briefings to Congressional staff and outside audiences to communicate the results of the division’s research

     
    Qualifications
   

Candidates must have an advanced degree, preferably a doctorate, in economics, operations research, the physical sciences, or engineering. Those with advanced degrees in allied fields, such as statistics, applied mathematics, or policy analysis, also may be considered. Candidates must have at least 10 years of experience analyzing national security issues and must demonstrate skill as managers or research leaders. They must exhibit excellent judgment, interpersonal skills, and communication skills.

 

CBO has exceptionally high standards for accuracy, precision, clarity, and objectivity in its written work. Its studies, even on complex topics, must be accessible to nontechnical and nonacademic audiences. To that end, candidates must be published authors, with at least some work directed at nontechnical audiences. The ability to work closely with Congressional staff and to develop relationships with experts within the Department of Defense, think tanks, and private industry is essential. Candidates must have or be able to obtain and maintain a top secret clearance.

APPLYING ECONOMICS TO DEFENSE POLICY MAKING

    The Institute for Defense Analyses (IDA) is a non-profit corporation supporting the Department of Defense and other federal government agencies with applied economics and multi-disciplinary research.

 

IDA researchers support senior defense officials by applying economic theory to issues on National Security policy and resource management. This ranges from applying proven tools to new problems and data, to developing new models, to generating new theory. Recent examples include: the development of an econometric model for forecasting the supply of military recruits; assessments of the DoD health care incentives – a $65B/year program; development and enhancement of parametric models to forecast major weapon system costs like the Joint Strike Fighter with an expected total program cost of $233B; an assessment of the variation in Department of Veterans Affairs benefits across states; development of a stochastic model to analyze the ability of alternative force structures to address an uncertain future; hedonic analysis to correct for quality differences in calculating price indices for fighter aircraft; evaluation of alternative policies for meeting the demand for strategic materials that might be hard to get in wartime.

 

IDA takes great pride in the high caliber and timeliness of its analyses, which are produced in an atmosphere that encourages independent thinking and objective results. Work at IDA is conducted in a team environment and often involves a multi-disciplinary approach with physicists, engineers, and other social scientists. Researchers work closely with and are in frequent contact with government sponsors. Consequently, strong communications skills will be greatly valued. We are looking for applicants in all JEL classification categories. Recent PhD graduates and those in mid-career with PhD will be considered. Applicants must have demonstrated superior skill in quantitative, econometric, statistical, or computational methods. Prospective applicants should also possess a strong interest in applied research.
